The launch of the co-operation programme between the Provincial Administration of the Eastern Cape and the Swedish Development Cooperation 
Agency (SIDA) marks yet another milestone in the development of government's efforts of building an efficient and effective public service 
as outlined in the Provincial Growth and Development Strategy.

It also marks another benchmark in our long cherished relationship with the Swedish people, which dates back to the dark days of South 
Africa's history- the struggle for liberation of the people of South Africa. The Swedish people continue to fight side by side with Eastern 
Cape against the new enemies of our people, poverty, ignorance and underdevelopment, perhaps an even greater challenge than when we were 
fighting a clearly defined target.

The Project will cost over R30 million which would cover all the investment to be made by the Swedish government to the development 
programme.

The three-year programme will focus on human resources and financial management and it entails:

* Development of a new system of human resources management and reforming of our financial management systems;

* Training of personnel and financial managers and general staff as well as production of manuals and guidelines;

* Provision of advisory services to the Director General and the Provincial Treasury as well as giving assistance in organisational 
development; and

* Deployment of Swedish experts and consultants in human resources and financial management to assist in the implementation of the 
programmes.

Co-operation between the Swedish International Development Agency and the Provincial Administration began in 1998 when they supported our 
initiative to cleanse our records of ghost workers and other inaccuracies in what became popularly known as the Bulembu Project (Human 
Resource Operation Task - HROPT). Now such co-operation will be strengthened to cover human resources and financial management for a period 
of three years.

The Swedish Government is also involved in a number of development initiatives in Port Elizabeth, King William's Town and East London 
assisting in urban development. To both of the province of the Eastern Cape and Sweden, this is the realisation of the dreams of our great 
leaders, the Big O's - Oliver Tambo - President of the ANC and Olof Palme - Prime Minister of Sweden, who selflessly struggled to ensure 
development of the people of South Africa and the world.

May our friendship, co-operation and mutual understanding grow from strength to strength.
